Actually, chemical treatment and chlorination make the potable no matter what. The problem is that it goes bad on the way the purification facility to the tap. With water production cost at 30 rubles per cubic meter maintain the water supply system. On the other hand, with low effective demand there is no way water tariffs can be raised today.
