The coat of arms is executed on the shield of French heraldic form. In the center of the shield, of silver (white) color, is depicted a powerful natural figure of a bear, black in color, white-breasted. It is sitting on its hind paws and in its forepaws carefully holds the historical coat of arms of Khabarovsk, the administrative center of Khabarovsk Territory. The head of the bear is turned toward the rising sun, to the east.
Three heraldic colors and two colors of metal are used for the coat of arms:
• Red symbolizes bravery, courage, fearlessness.
• Blue is the symbol of beauty, gentleness, greatness.
• Black symbolizes sense, humility, and sorrow.
• Gold is the symbol of riches, fairness, and magnanimity.
• Silver is the symbol of cleanliness, good, and independence.
The coat of arms of Khabarovsk Territory is made according to the certain heraldic rules. It is a peculiar monument of continuity of the history and culture of the Territory; it mirrors natural and climatic features of the area and basic traditions of people living in the Russian Far East.
The bear is maid "armed" - opened mouth, dark red eyes and tongue are evidence of this, and it symbolizes power and inviolability of the Far East boundaries of Russia. The motto of the coat of arms is: "Russia hasn't any outlying districts!". Sergey Loginov, Khabarovsk artist is the author of the flag and coat of arms. Original standards of the flag and coat of arms (author's performance) are displayed at the permanent exposition of the N.I. Grodekov Khabarovsk Regional Lore Museum.
