State power in Ukraine is exercised on the principles of its division into legislative, executive and judicial power. Bodies of legislative, executive and judicial power exercise their authority within the limits established by the Constitution and in accordance with the laws of Ukraine.

Legislative branch of power

In accordance with Article 75 of the Constitution of Ukraine the Parliament - the Verkhovna Rada of Ukraine - is the sole body of legislative power in Ukraine. The constitutional composition of the Verkhovna Rada of Ukraine consists of 450 National Deputies of Ukraine who are elected for a four-year term on the basis of universal, equal and direct suffrage, by secret ballot.

Regular elections to the Verkhovna Rada of Ukraine take place on the last Sunday of March of the fourth year of the term of authority of the Verkhovna Rada of Ukraine. In accordance with Articles 90 and 106 of the Constitution of Ukraine the President of Ukraine may terminate the authority of the Verkhovna Rada of Ukraine prior to the expiration of its term and call off-year elections to the Verkhovna Rada of Ukraine, if within thirty days of a single regular session the plenary meetings fail to commence.

The Verkhovna Rada of Ukraine starts its activity by electing from among its members the Chairman of the Verkhovna Rada of Ukraine, 1st Deputy Chairman of the Verkhovna Rada of Ukraine and Deputy Chairman of the Verkhovna Rada of Ukraine. The Parliament also establishes the list of its committees which carry out legislative work.

The bills defined by the President of Ukraine as urgent are given high priority in the Verkhovna Rada of Ukraine.

The President of Ukraine signs laws passed by the Verkhovna Rada of Ukraine and has the right to veto them.

In 1991 following the proclamation of Ukraine's independence, the functions of the legislative body of Ukraine were placed on the composition of the Verkhovna Rada of the USSR (Ukrainian Soviet Social Republic) elected in 1990.
In ten years of Ukraine's existence as an independent state elections to the Verkhovna Rada were held three times: in 1994, 1998 and in 2002.
Elections to the Verkhovna Rada of Ukraine were last held on March 31, 2002. They were held on the basis of a mixed proportional-majority system: 225 deputies were elected in single-mandate constituencies of Ukraine, and the other 225, from election lists of political parties and election blocs of political parties registered by the Central Election Committee (CEC).

In November 1995, the President of Ukraine issued a Decree instituting the post of Permanent Representative of the President of Ukraine in the Verkhovna Rada of Ukraine in order to encourage co-operation between the President of Ukraine and the Verkhovna Rada of Ukraine and to efficiently solve the problems arising in their relations. The Permanent Representative is appointed by the President of Ukraine for the term of his office. In April 19, 2002 Oleksandr Zadorozhniy was appointed the President's Permanent representative in the Verkhovna Rada of Ukraine.

Executive branch of power

In accordance with Article 113 of the Constitution of Ukraine, the Government of Ukraine - the Cabinet of Ministers of Ukraine (CMU) - is the supreme body in the system of executive power institutions. It is composed of the Prime Minister of Ukraine, the First Vice Prime Minister, three Vice Prime Ministers, and Ministers (currently there are sixteen Ministers).

The Prime Minister of Ukraine heads the Cabinet of Ministers of Ukraine, manages its work and sees that the Programme of the CMU's Activity passed by the Verkhovna Rada of Ukraine is carried out.

The Prime Minister of Ukraine is appointed by the President of Ukraine with the consent of more than a half of the constitutional composition of the Verkhovna Rada of Ukraine.

The composition of the Cabinet of Ministers of Ukraine is appointed by the President of Ukraine on the submission of the Prime Minister of Ukraine.
The Cabinet of Ministers of Ukraine is accountable to the President of Ukraine and is under the control of and accountable to the Verkhovna Rada of Ukraine within the limits envisaged in the Constitution of Ukraine.

The Cabinet of Ministers of Ukraine, within the limits of its competence, issues resolutions and orders which are binding. Acts of the Cabinet of Ministers of Ukraine are signed by the Prime Minister of Ukraine.

If the Prime Minister of Ukraine resigns or the Verkhovna Rada of Ukraine passes a resolution of no confidence to the Cabinet of Ministers of Ukraine, the entire composition of the Cabinet of Ministers of Ukraine shall resign.

The Cabinet of Ministers ensures the implementation of financial, pricing, investment and taxation policy; the policy in the spheres of labour and employment of the population, social security, education, science and culture, environmental protection, ecological safety and use of nature.

The Cabinet of Ministers of Ukraine works out draft State Budget of Ukraine, ensures the implementation of the State Budget of Ukraine approved by the Verkhovna Rada of Ukraine, and submits a report on its implementation to the Verkhovna Rada of Ukraine.

In accordance with article 112 of the Constitution of Ukraine in the event of a pre-term termination of the President's authorities the execution of duties of the President of Ukraine is vested in the Prime Minister of Ukraine for the period pending the elections and the assumption of office by the new President of Ukraine.

Since March 2000 permanent communication between the President of Ukraine and the Cabinet of Ministers has been carried out by the Permanent Representative of the President of Ukraine in the Cabinet of Ministers of Ukraine. The representative is appointed by the President of Ukraine on the submission of the Head of Presidential Administration.
