The objectives of health priority project are as follows: to improve health status of the population, to increase accessibility and to improve quality of medical care, to strengthen primary care as well as disease prevention activities. Main activities under health priority project are: training and retraining of primary care physicians, increase salary of primary care physicians and physicians of emergency care, purchasing of equipment for primary care providers, additional immunization program, dispensarization of working population, introducing new check-up programs for infants, AIDS prevention and treatment, construction of new centres of high tech tertiary care. It is planned that expenditures on health project will comprise 87.7 billion roubles from the federal budget.

The World Health Organization (WHO) Office of the Special Representative of the Director General was established in December 1998 in Moscow to fulfill the following tasks:

- To consolidate WHO’s presence in Russia;

- To assist Russian Health Authorities on activities against tuberculosis, HIV/AIDS;

- To advise UN and other organizations, donor governments, financial institutions, etc. on the delivery of humanitarian, consultative and other health related assistance;

- To facilitate the formulation of plans for the co-operation between WHO and the Russian Federation.

Since the beginning of 2006 Ms Mary Collins is Acting Head of WHO Office in the Russian Federation.

Core funding of the WHO Moscow Office comes from the Regular budget.

Additional programmes funding comes:

- For Tuberculosis from the USA, Sweden and Finland;

- For Humanitarian Aid in Northern Caucasus from Norway, Switzerland, the USA, UK, EC;

- For HIV/AIDS prevention programme from EU, the USA, UK, Sweden, Canada;

The following thematic areas are considered to be priority areas for collaboration between WHO and the Russian Federation:

- Development of sustainable Health System through strengthening its core functions;

- Protection of maternal, child and adolescents health;

- Scaling up response to communicable diseases with focus on HIV/AIDS, TB and immunization;

- Fostering Environmental safety on the basis of National Environmental Action Plan (NEHAP) with focus on water and sanitation;

- Scaling up health promotion and prevention of non-communicable diseases.
